I have been experiencing this exact same issue. It seems to be a bug in the application when working with Landscape images.
NOTE: Do not work directly with your originals, always make a copy.
Make a copy of your original Landscape image and then open it any any application that can rotate it 90 deg and then save it. It is now in portrait mode. Open in PP and before selecting gender just rotate it correctly with the controls at bottom right.
This is a workaround and the programmers should get this fixed as it is annoying.
