Colour eyedropper thingy for colour matching

My apologies was wee hours of the morning here...
In photoshop you have an icon that id similar to an eyedropper. Anyhoo, a tool where you can select the colour (or ratio of colours in some programs) from another area of the picture, that you want to replace the area you are working on with. As an example, when I use your brush tool, it seems to just fade the existing colour and bleed it. In this case, The red and purple of the scarring. So am I missing something somewhere that I have not yet discovered to do this?
