I have it downloaded to my computer but did not read the installation directions prior to downloading. Is there a way to move this to act as a plug in for CS4? (big dummy, I am!)

You need the Portrait Professional Studio or Portrait Professional Studio 64 edition to use PP as a plug-in. Portrait Professional Studio.
If you have one of those then here are FAQs on installing Portrait Professional as a plugin.
